Blurred images in the background

So I was watching Seinfeld and the "The Puffy Shirt" was on... I noticed something strange....

In the scene where Leslie the low-talker asks jerry to wear the puffy shirt on TV... Jerry, Elaine, Kramer and Leslie the low-talker at a dinner table...

During the full scene shots where you can see all four sitting together....
There is a picture on the back wall...
Is that picture meant to be pixelated or did FOX blur something out?
